据河南省地方经济社会调查队对全省40个县（市、区）120个乡镇600个农户的秋粮生产成本调查结果显示：2017年全省秋粮生产成本在农资及农业生产服务价格运行基本平稳的情况下总体保持稳定态势，生产收益因主要秋粮品种出售价格小幅上涨而有所提升。但部分地区的一些秋粮因在收获期遭遇阴雨天气造成品质下降而产生的卖难等问题应值得重视。具体调查结果如下： 一、生产成本基本稳定 调查结果显示，2017年被调查农户种植秋粮的亩均生产成本为446元，和上年的445元相比，亩均仅增加1元，幅度为0.2%，总体呈现出比较稳定的态势（详见表一）。 1.物质费用略降1.3%。被调查农户种植秋粮亩均物质费用为189.9元，比上年减少2.5元，减幅为1.3%。其中亩均种子费用47.6元，比上年下降1.0%；亩均化肥费用为121.0元，比上年下降2.4%；亩均农药费用为13.3元，比上年增加6.7%。统计资料显示，2017年以来，全省农业生产资料价格总体呈现稳中略降态势，1-9月份农业生产资料价格总体同比下降1.0%，其中农用种子价格下降1.1%，化肥价格下降0.9%。因此在用种量相对稳定和化肥量零增长行动的共同作用下，亩均种子和化肥费用也同样呈现小幅下降态势。而今年农药费用的增加，主要是因今年秋粮生长期间部分地区病虫发生偏重管理加强所致。 大豆机耕率均较低，整体保持在15%左右；而在机播上玉米、大豆的机播率较高，稻谷还有部分为人工插秧。 2.生产服务费略升0.6%。被调查农户种植秋粮亩均生产服务支出为97.0元，与上年96.4元相比略升0.6%。其中亩均机耕费、机播费分别为15.6元和11.8元，和上年相比持平略降0.6%和1.7%；机收费51.6元，比上年增长14.1％，增幅明显；排灌费17.7元，比上年下降23.4%，降幅显著。今年机收费用的增加仍然是两因素共同作用的结果，一是玉米机收的快速发展使得被调查农户玉米的机收率在上年增加6个百分点的基础上今年又增加了近10个百分点，整体超过了75%；二是生产服务价格在秋收的9月份比上年提高了0.8%。而灌溉费用的显著下降，则是由于今年秋粮整个生产期间除豫西及豫西南部分地区雨水不足外，其它地方雨水比较充足甚至过量的结果。 3.人工成本上涨1.8%。被调查农户种植秋粮的人工成本亩均为159.1元，和上年的156.2元相比，上涨1.8%。其中标准用工天数为2.17天和上年持平，日均用工价格为73.3元，比上年增加1.3元，增幅为1.8%。调查显示，随着农村劳动力的逐步短缺，农村用工价格也在持续上涨，尤其是农忙时节，时常会出现一工难求的情况。今年由于在秋粮收获后期多地出现的连续阴雨天气导致秋收难度增加，这是用工价格走高的主要原因。 二、生产收益有所提升，存在问题值得重视 2017年全省玉米、稻谷平均亩产分别为361.8公斤、526公斤，和上年比，玉米亩产增2.7%，稻谷亩产减4.7%。按照全省玉米10月份大量上市时的市场平均交易价格1.67元/公斤（河南省农业厅监测）和国家不变的稻谷最低保护收购价格2.76元/公斤测算，2017年全省农户种植玉米、稻谷的亩均产值分别为604.2 元、1451.8元，和上年比，玉米亩均产值增5.9%，稻谷亩均产值减4.7%，扣除各自的生产成本后，玉米和稻谷的亩均生产收益（产值-生产成本）分别为174.3元和917.7元。按全省主要秋粮品种玉米、稻谷种植面积占秋粮种植面积的比重进行加权测算，2017年全省农民种植秋粮的亩均生产收益约为302元，比上年增加5元，增1.7%（详见表二）。 表二：玉米、稻谷亩均成本收益表 品种 指标 亩产 价格 从上述测算结果看，今年全省秋粮的种植收益有所提升，但值得注意的是由于秋收后期我省多地遭遇连阴雨天气，导致部分粮食发生霉变、生芽等现象。据河南省地方经济社会调查队对40个县（市、区）200多个种粮农户主要秋作物产销情况的调查结果显示，截至12月5日，被调查农户今年收获的玉米、稻谷、大豆的平均出售率分别为49%、75%、80%。在未出售的粮食中，除52.8%的农户是因为价格偏低惜售和40.2%的农户是因为其它原因（没有脱粒、没有人上门收购、没时间出售、自用等）没有出售外，有7%是因为品质问题无人收购而难以出售，这种情况势必会对部分农户种粮收益带来不利影响。 三、几点建议 粮食作为弱势产业，收益低而不稳。河南作为粮食生产大省和自然灾害多发的地区，长久以来在为国家粮食安全做出巨大贡献的同时也承担着收益不稳的风险，虽然多年来全省在农田基础设施及水利建设方面已经取得了明显的成效，但是农业生产抵御自然灾害的能力仍显不足。为此建议：一是继续大力推进规模经营。目前全省粮食生产仍然还是以散户为主，其抗风险的能力和意识远低于规模经营户，因此在推进农业现代化和加快粮食供给侧结构性改革的同时，应继续大力推进规模经营，不仅能降低种粮成本，而且还能提高种粮风险的能力，从而进一步提高种粮收益；二是鼓励和支持各地建立新型小粮仓。调查中了解到，我省多数种粮大户目前均未有适宜长期储存粮食的仓库，粮食收获后基本都是随即销售，一定程序上影响了他们的最佳收益。如果能在农户自筹资金的基础上当地财政再实施专项补贴以鼓励和支持种粮大户建立新型小粮仓来进行科学储粮，那么在取得良好社会效益的同时，也一定能取得良好的经济效益；三是鼓励拥有烘干和仓储能力的粮食专业合作社和粮食深加工、饲料生产等加工转化企业在粮食收获的重要节点入市收购，协力做好粮食收购工作；四是完善粮食保险制度。尽管中央一号文件连续多年提及农业保险大灾风险的问题，并明确要求“规范农业保险大灾风险准备金管理，加快建立财政支持的农业保险大灾风险分散机制”。但是调查中了解到由于我省在农业保险方面的制度还不太完善，致使全省种粮农户的参保率还不高。因此进一步完善粮食风险保险制度，提高种粮农户的参保率，从而减少种粮农户因灾遭受的损失仍是未来需要加强的工作。
